Malad Implements New Housing Initiatives to Address Local Redevelopment and Affordability

Malad is seeing a shift in housing policy as the local administration takes active steps to address affordable housing shortages and accommodate community relocation. As part of a broader push to stabilize living arrangements for residents, the area has become the first locality in Mumbai to convert Permanent Transit Camp (PTC) units into permanent residential housing. This transition is supported by a 2024 Maharashtra resolution that permits a 50 percent conversion of these units for residents affected by road projects, providing a more stable tenure for those long residing in temporary shelters.

The policy changes also address large-scale land utilization, particularly within the Mukteshwar zone. The Maharashtra government has transferred 118 acres of land located in Aksa-Malvani villages to the Dharavi Redevelopment Project. This land is designated to serve as a site for off-site rehabilitation housing. According to officials, the primary objective is to accommodate specific cohorts of Dharavi residents, including those who settled between January 1, 2011, and November 15, 2022, as well as residents living on upper floors. The initiative is intended to facilitate a phased relocation process while helping families preserve their established community networks.

Expanding Affordable Housing and Local Control

Beyond the land transfer, the Maharashtra Housing and Area Development Authority (MHADA) is taking a direct approach to land management in Malad. MHADA intends to manage Slum Rehabilitation Authority (SRA) schemes on its own 20-acre land parcel within the locality. By overseeing these developments directly rather than assigning them to private developers, the authority aims to create more consistent opportunities for affordable housing for local families. This strategy marks a departure from traditional models of third-party development, focusing instead on addressing the immediate housing supply requirements within the suburb.

These developments represent a significant milestone for local infrastructure and urban planning. For the community, the emphasis remains on the long-term goal of shifting from temporary arrangements to permanent housing solutions. While these projects are currently in the implementation phase, the combination of PTC conversions and MHADA-led schemes is designed to improve the housing outlook for residents across the Malvani and Aksa areas, as well as those integrating from larger regional redevelopment programs.
