Simultaneously, the Universal Energy Rebate Bill, which was tabled in June and cleared the Council on 5 July, is designed to expand eligibility for electricity bill discounts.

What Residents Can Expect and When

Under the revised Transport Amendment Bill, the new fare structure will apply to all intra-city bus routes in Kurla from 1 October. BEST has confirmed that the minimum fare for non-AC routes will decrease from ₹12 to ₹10 for the first 2 kilometres, while staggered fare rises for longer distances will be capped at 4 percent per annum through 2029. According to the legislation, prepaid travel passes issued to Kurla students will also remain valid at current rates until April 2027.

For the Universal Energy Rebate, the Maharashtra Electricity Regulatory Commission (MERC) has committed in its implementation guidelines to open a three-week application window for Kurla residents starting 15 September.
