Borivali Municipal Corporation Approves Subsidized Monthly Bus Pass Program in July 7 Council Vote
Eligible Borivali residents earning under 5 lakh rupees a year will pay 200 rupees per month for unlimited local bus travel from August 1 instead of the current 800-rupee rate.

The Borivali Municipal Corporation passed the Local Transit Affordability Measure by a 12-5 vote during its regular meeting on July 7, directing the transport department to issue reduced-rate monthly passes to qualifying residents starting August 1.
The program responds to rising fuel prices and documented increases in daily commuting costs recorded in the corporation’s 2025-26 transport survey, which showed average household transport spending up 18 percent year-over-year in wards 5 through 9.
Changes to Household Budgets
Under the new rules, any Borivali resident with annual income below 5 lakh rupees can apply at the local ward office with income and address proof. Approved applicants receive a smart card valid on all corporation-operated routes within Borivali limits. A family of four commuting daily to the railway station or nearby markets would save roughly 2,400 rupees each month on bus fares alone.
Corporation budget documents allocate 18 crore rupees for the subsidy in the current fiscal year, drawn from the existing transport revenue account and supplemented by a 4-crore-rupee grant from the state urban development ministry. The same documents project that 42,000 households will qualify in the first year of operation.
Implementation begins with application windows opening at all 13 ward offices on July 15. Cards will be issued within 10 working days, and the transport department has scheduled additional buses on routes 224, 256 and 301 during morning and evening peak hours to accommodate expected higher ridership.
Residents who do not meet the income threshold will continue to pay the standard 800-rupee monthly rate, while daily single-ride tickets remain unchanged at 25 rupees.
